USA, Canada / Tracking a package through the Polish Postal system sent from US [57]

I never had a problem sending gifts (CDs) to my friend in Poland! I have a big problem sending packages to Ukraine!

Why does this make the USPS not so great?

USA, Canada / I sent a package from Wisconsin, US, to Warsaw. 3 weeks and still not delivered? [14]

Priority flat rate boxes don't come with a tracking number. The custom forms are scannable and 9 out of 10 then was scanned at ISC NY

or Processed through Sort JAMAICA NY 11430 (Both are at JFK). Please see the scan below.
