Haggling? Bargaining? That reminds of a Middle-Eastern fair and if either parties could just cut to the chase it would save a lot of bull shite time.

you only give a good deal to friends and family.

Never buy from frends or family. If it breaks (and it surely will) you'll have to kick your uncle's or cousin's arse. not a nice option. It's better with a stranger because you can claim things.

Krakow is no different than any other average city. It is safe. Just apply normal safety measures i.e. locking your door and avoiding fishy backstreets during night. If it helps you, carry some mace/pepper spray in your bag. I really don't know how else to answer that.

You don't have to have a Polish EHIC. It can be issued in any country in which you pay for healthcare. I myself had 2 or 3 EHIC each from a different country. Why then try to have a Polish one if you pay for healthcare somewhere else? If you work, then it's easy, if not then you probably are taken into your parents social scheme or something similar. The link you presented has all the information and you can surely find similar onein Belgiom, and apply for EHIC...

Krakow is a dump.

Every city has shady district. But basing on your story I think you were a bit carefree. A couple of strange bt friendly guys invites you to some unknown place and you go. Well, I recon you could be drunk too. But anyway this shouldn't happen to you, of course. I myself was never mugged in Krakow or anything similar. I guess I don't go with strangers to bars too.

What about the kids who are younger than kindergarten age?

There is a sort of a creche or nursery as others call it, it's called żłobek in Poland.
Children can be admitted to kindergarten when they are at least 2.5 y/o, younger ones can go to złobek

That really sucks.
But poisoning in this way makes them suffer - their bowels are literally burned inside sometimes. And they can suffer like that even for days if you give insufficient amount of the poison. Rat poison is for rats, you'd have to give a 20x amount and stuff it into kielbasa... So definitely shooting them is much better option, more "humane" if you will. You could contact local authorities on that or local hunters association, they might be helpful, and have the skills.

Very good idea! Just type "RCKIK" into google and find one in your city. If you're in Krakow then there is a very nice place at Rzeznicza street, where I go every 2 months or so. Funny as it is, the name of the street means butcher street and they deal with blood there:) - apart from the funny coincidence, the staff, the equipment and interiors etc. are top shelf.

That's about 140 PLN per filling, not a rip off. But 8 fillings? That is a large number. You must've waited for years to reach such a state. Anyway, the place where I go gives a 1 year guarantee if you visit them regularly and if not a 6 month guarantee if I recall well, that seems quite reassuring for me.

Local regulation are not considered "Law". You can't be charged and sentenced on the basis of local regulations.

Ok, maybe you're right, but isn't it a local law/regulation that a city makes when e.g. there's obligation to clean after your dog makes poo? You can get a ticket if you don't do it. I thought it's local law not countrywide? I found this:

Agreed, except the part above - of course there are local regulations, but maybe not going as far as death penalty or generally criminal law.
