The Polish language knew this old-fashioned word for that which was "zacny", a word which has completely come out of use today.

That's what 44 years of communism does to a society. A big problem was that a lot of types of civic organizatons had been sucked up into government in PRL and after communism ended they just kind of died with nothing really taking their place for many years.

But this in no longer the case in modern China after many instances publicized on TV in which the victim and the family of the victim were accusing the helping person later on of being the culprit of the accident

i think it's actually worse, if you report an accident or try to help a victim you're making yourself legally responsible for the results (including things like burial costs). It's classic communistic negative selection - making it in people's interest to act as badly as possible.

I believe PiS are well-meaning, decent people

I'm sure many of them are and some are not. Like any political party.

to the benefit of the most people at the expense of the so-called elites

then they have a terrible, hamfisted way of going about it.

And what provisions of the law would prevent that? or is PiS's say so good enough for you?

One of my favorite stories of cross cultural goulash is how a song by a Polish composer (both song and composer long forgotten in Poland) was taken to Texas probably by German immigrants (very thick on the ground in Texas) where it crossed to become a Norteno mexican standard where it was then borrowed by western swing innovator Bob Wills... Of course that's a different Texas than Houston....

I've lived in a country where the prosecutor general had a strong position and I don't want to return to such a country

But somehow I don't remember you doing so until this particular "reformationsprojekten" was unveiled. It's almost as if you'd received instructions concerning the topics you should raise here.....

what exactly is meant by social capital?

It's one of those terms that everybody uses in their own way. My personal definition has to do with education and the ability to function and pull one's weight in a civil society (having the education and life skills need to find and keep a job, being able to form purposeful relationships with those from outside your family/ethnic/religious group, things like that.

People from clan-based societies tend to be low social capital because it's hard to create useful connections between clans and education is regarded not as something useful for its own sake but a tool to increase the economic power of the clan.

Poland is about 10 times more interesting in Polish than it is in English (the language is the indispensible key to any kind of real integration).

Crooked judges should be sacked!

And who precisely determines if they're "crooked".

Forget appointments, let's talk about dismissing judges. Most countries have safeguards than when a judge is appointed (by whoever) that they serve a fixed term (which might be till death or resignation like the US Supreme Court or a shorter fixed number of years).

Once a judge is appointed in this new reform how long do they serve and under what conditions can they be removed?

I can't recall any other government that would refer to people of other views as traitors. If you don't agree with them

Pretty regular in the PRL (a major clue as to their agenda).

Also common in third world countries, like maybe the soon to be Polska Rzeczpospolita Bananowa...

It's not normal within the modern European context.

I would doubt it (i think historically Poles ended up much further north, they seemed to avoid the south). You might see if there's any town nearby with Polish names (like Pulaski).

I'm around young people all the time and they really can't stand JK (there might be a couple who like him, but the opinion of the majority keeps them quiet). They're a bit more positive about Szydło and a few others.The only politician they dislike more is Macierewicz, say the world 'Smolensk' around them and listen to them groan.

A good PR move on his part

More likely a delaying tactic of the kind typical in weak, malleable personalities. His choice is drive the final nail in his legal coffin or alienate his de facto boss. Not a comfy choice - Ludwik Dorn (once the 'third twin') who knows JK backwards and forwards says that his murderer outburts was aimed at Duda...
