Poland should compensate for Soviet-seized property?

Recently I heard the Polish govt had set up a fund to compensate people whose families had lost real estate confiscated by the Soviets, what is known as 'mienie zabużańskie' (across the Bug property?). Shouldn't the Russian Federation, the USSR's successor state, be the one paying out reparations to the Polish victims' families? Anyone know how such issues are handled in the light of international law?

Mienie zabiżańskie refers to real estate (buildings, industrial properties, land) not territory.

From what I know, compensations for those assets were being dispensed already under communist governments. My parents' neighbors received a nice plot of land in the center of town for that matter. Do I think everyone got compensated nicely and fairly? Probably not. After all, no compensation was given for palaces or estates or for those who rotted in Siberia or (when lucky) escaped Soviet Union with the Anders' Army....

there were some compensations more recently.. find posts by celinski.. she knew all about it.
