Life / Can I apply for unemployment benefits in European Union if i havent work [9]

I have a dual nationality - that is i am both Australian and Polish citizen. I was born in and have lived and worked all my life here in Australia. I would like to go live in Europe early next year. I have thought about either Poland , Portugal or Norway.If i cant find a job, then am i able to get unemployment benefits if i have not contributed to any insurance in Europe. If anyone can help me out or give me some advice - that would be much appreciated!
