That's the danger, yes. Minimising civilian casualties has hardly been a major success story for either Israel of America. I'm not sure if you are aware but Karzai isn't the puppet that the US had hoped he would be. Maybe you are right. I have discussed this with some Pakistanis and they say the same. I just fear that your government is too weak and lacks the necessary commitment to bring about the downfall of the Taliban.
