I suspect Ostrowo is the town and Budy is a part of the town like Warsaw - Ochota, Warsaw - Wola, Chicago - Portage Park etc.

Ostrów is a Polish name for a river island. It is a speculated etymological cognate of English "Easter" and German "Östern" (seeartikel). It appears in several Polish toponyms.

There are three cities in Poland known as Ostrów:
Ostrów Lubelski, in the Lublin Voivodship
Ostrów Mazowiecka, in the Masovian Voivodship
Ostrów Wielkopolski, in the Greater Poland Voivodship
