everytime I had a question to ask I'd be out of business or never at home. Calling and sometimes mailing - if you are sending documents (once you started some procedure is enough and worked for me) is really ok.

My experiences are better with Voivode office. They even call me back, which I'd rather not expect...
Its always better to go in person.
If you have time to run around offices - sure. But I don't. So I call or email. I always get responses. And when I was in the middle of getting sth done it happened that they even recognized me by my voice. Maybe you are not experienced with gov't offices.
