What do rolna-budowlana land means?

As far as I know, there's a building plot (budowlana) or agricultural (rolna) land. But on otodom.pl I can see some "rolna-budowlana" plots. What's the difference between them? Can a EU citizen buy rolna-budowlana plot?

"rolna-budowlana" suggests that the land could be used either as rolna (agricultural) or budowlana (building plot), so it's typically better than just a building plot or agricultural. I'm not sure why a EU citizen would not be able to buy such land considering Poland is in the EU too (non-EU citizens may have harder time, but EU should be fine, I guess).

Such a plot is divided into two parts - building and farming. Building part is usually smaller.

Yes, but not bigger than 1 hectar unless you are a certified farmer. .

Not anymore, since 2016 noncitizen can't buy agricultural at all (as far as I understand)

Yes, they can if they are EU citizens.

The main restriction is you need to be a certified farmer to buy more than 0.3 hectare right now but they changed the law recently so soon it is going to be 1 hectare.
