Do they truly lack a serious governing class? No seasoned civil service? No institutional elite possessed of sufficient wisdom and judgment to restrain the orange-skinned retard? However, permanent institutions should prevent him from exercising undue influence over matters of state, particularly foreign policy. I mean, really... :-/
