So, Poland takes a loan, then there is an intermediary, and then a mysterious EU noname penpusher who decides on a whim whether Poland gets this time or not. WTF?
Dude, why don't YOU take a loan, and I will be the intermediary? If you don't listen to my wishes obediently, I will stop money from coming, but you still will have to pay it back in full. A great deal isn't? For me, that is.

Do you have examples of "noname penpushers" who decide "on a whim" to cut funding for projects? The EU (for all its faults) is heavily procedural and that doesn't include moment to moment changes in policies....

If a government violates previously agreed conditions or established EU rules then that's not a "noname penpusher" which sounds like a paranoid fantasy.

I have principles which results in a mix of views... most people pick a political side then adopt all the view of that side. I don't. I'm a moderate eclectic functionalist. Thinking that the EU is some huge threat to sovereignty while russia is arming and preparing to attack Europe is not functional.

The most obvious example, money from the EU were withhold due to some made up by the EC excuses, as soon as Tusk won an election, those excuses were gone in a day and the openly said that it that because Poland have a régime they support. The EU is meddling into elections all the time. Where do you live? On the moon?

As to where from? Those are borrowed founds, do you think it would be impossible for Poland to borrow money without the EU pen pushers as middlemen? Really?

Any EU member state can borrow money from elsewhere providing it meets ECB budgetary requirements.

If it does not meet those requirements, they can't.

The ECB is jointly owned by those sovereign states who all either agreed on the rules between them or signed up to them willingly and with a mandate from their citizens.

It actually means a great deal when Poland chooses a particular path. And they've chose a set of fiscal rules.
