I am still waiting for an explanation as to why the Irish wanted all that foreign garbage in Ireland. What is the upside?

Those parts of Europe that are within the EU are already a dumping ground for Chinese tat. Huge amounts of it, especially in the poorer parts of Europe.

The U.K. imports its crap from there anyway and the U.K. manufacturing sector produces largely high quality goods.

And given the extremely poor relations that the U.K. has with China and the tariffs that already exist (and may be tightening soon but certainly not loosening), there's no risk of it becoming a 'dumping ground'.

President Biden's tariffs are interesting and as ever a wise decision on his part however the UK and the EU already have tariffs (in the case of the EU, over 5,000 tariffs) on Chinese goods and services.
