A very fitting description, and Poland is really clean. Just compare the toilets in parking lots, for example, on the German A11 motorway from Szczecin to Berlin with the parking lots on the Polish S3, also from Szczecin to Zielona Góra.

Having said that, the streets are clean compared to Paris and the infrastructure is better compared to Berlin.

It depends entirely what you mean by 'clean'. E.g., if you go to a 'council estate' in Britain, coming from Warsaw/Lodz/Krakow, you will be amazed at how pristine it is in terms of graffiti. In Poland's capital, many blocks are absolutely covered with ugly spraypainted **** that has been there for years. In the UK, nobody would stand for "ONLY ARSENAL, F*CK SPURS" on the side of their home for years/decades. But in Warsaw, it is completely and totally normal to have the equivalent crap on residential buildings. And if you go to major main streets of the city centre, you will see scrawled bullsh*t there too. You will never in a million years see Oxford Street, Regent Street, Fleet Street and others covered with tags, or with even noticeable amounts of graffiti, but Warsaw streets like Marszalkowska have been completely defaced and show no sign of improvement.
Poland is MUCH cleaner than The UK or France...... no comparison!
