But Russia's ability to help has also been reduced - through Ukraine's "deep strike" campaign.
What the US and EU need the most from Russia, is diesel. Prior to the strike campaign, Russia was the world's largest exporter of diesel - slightly ahead of the United States. It was an especially important supplier for Europe, but also - since the market is global - important to the price of diesel in the United States.
Russia went from 1 million barrels of diesel exports per day, to around 150-180K by mid July. Then, to keep the domestic market supplied - the Kremlin banned all diesel exports entirely.
Together with the shutting of the Strait of Hormuz, this has triggered a rise in US diesel prices from ~$3.50 to ~$5.30. Yesterday, I read in the WSJ that American farmers are now suffering losses on nearly every major crop category: soyabean, wheat, corn...
So you can grant Russia all the sanctions waivers in the world, but it won't quickly fix the diesel situation. Crude and gas - yes - especially pipeline-born.
Bringing more Russian crude to market can't help all that much, however, because refineries everywhere in the world are already running at "pedal to the metal" rates.

The Russian press has begun writing a little bit about what was offered.
The Americans offered a partial ceasefire (not clear of what - sea, air, or land), and promised to keep the Ukrainians on a tight leash.
The Russians countered that they would only accept:
1) Total ceasefire on energy infrastructure attacks
2) Total ceasefire on port infrastructure and shipping
3) A moratorium on any strikes deeper than 200 km behind the line of contact (meaning Kiev and Moscow would be safe).
The Americans couldn't commit to this. Given this, the two FSB department heads that met with Ratcliffe, felt it made no sense then for him to meet with Putin (though this was initially on the agenda).
Following his meeting with the heads of the 3rd and 5th Directorates he headed back to the airport.

I think everything is simple.
The Iran war is going terribly.
The midterms are close - but the Democrats are constantly messing up, giving the Republicans at least a hope at maintaining control.
If Iran cannot be wrapped up by that time, and Ukraine ends up being pummeled by Russian ballistic strikes and a potential further mobilization - then the Trump administration will appear to be the "owner" of not one but two global scale disasters.
Making the Russians and Ukrainians sit down and do a deal, will take a lot of the bite out of what is shaping up to be a total defeat in Iran.
It'll give some voters a sense that the Trump admin has some kinda plan. "Things worked in Venezuela, they sorta worked in Gaza, and are yielding results in Russia. Iran may just require more time...". Something along those lines.

They shipped drones and missiles to Russia in large quantities - even as they had an acute need for the same items.
