Temporary Residence card - Karta pobytu (negative result)

I am a new Student here in Warsaw,Poland but i was previously studying in Lithuania..I've submitted documents for Temporary Residence card - Karta pobytu just 20days before my Lithuanian Residence card expires..What could be the possible outcome?Negative or Positive? If someone get a Negative response for Temporary Residence card - Karta pobytu, is it possible to appeal? I would really need your help guys

Not really, unless you can prove that the office for foreigners did not act in accordance with the law, and that's very difficult to do. Without a legal basis, your appeal will not be accepted for review, and you will have to return to your own country. You can't appeal simply on the basis that you didn't like the decision. Nobody cares what you like, or don't like. You have to have a credible and plausible legal reason.

If we get negative decision for karta pobytu then what are the chances that the authorities change thier decision after appeal?
