You probably need to go to your Starostwo and ask there, but without knowledge of Polish language you won't go far, I'm afraid.
Start a course, pass the exams and voila.

A lot of Polish (and non-Polish as well - my remark) people don't understand that this video was poking at the police, but out of respect for Robert Dzikansky and me (the creator of this video) I would like to ask you to take this down. -- Mike Greenway

A parcel sent by my parents from Poland reached me after about a month. Just be patient (it may have been stolen, though).
The problem with PP is that's a state-run company. And they rely on state subsidies instead of seriously developing and compete on free market.
