In the West, and even in Poland, a poor response by emergency services is a scandal with consequences - Uvalde is one example but also the Grenfell fire in London for example.

But in Moscow it seems people are used to the fact that the state is not there to protect them and that their lives are expendable, and that is weird to us that it is accepted.

They "backed out" of their attack on Kiev because they were stuck in the mud with no fuel, no ammo and poor communication equipment. They were sitting ducks for the better equipped Ukrainians. It was one of the worst Udmurtian defeats since all the other defeats by Japan, Finland, Poland, Afghanistan etc.
