I agree with Terri, you should say that you're going to report them to the Tax Authorities and see what they have to say about this. You can always seek for help, you don't have to agree upon such ridiculous electricity prices that landlord wants you to pay.

I think POland is better. They are close to reach the lowest unemployment rate since 15 years and it's still going to improve overtime.
