Looking for birth or baptismal registry information from Olganowka or Rozyszcze, Poland from 1930 - 1939.

that is totally not true!

Each civil registry has their own rules, and that is the problem with Poland.

After 100 years they go to the main civil registry in Warsaw, but before they stayed in the local civil registries.

By the way, not only family can access the birth certificates and you don't need a lawyer for that... please write directly to the local civil registry and confirm it

Are you or is anyone able to tell me the nearest civil registry to a village called Bór Zajacinski? And can you confirm that if my relatives were born there before 1914, the records will now be in Warsaw?

The rule in Poland is that the records are private for 100 years after the books closed, not the date of birth. After the border change, records are available across the border in Ukraine, (and possibly elswhere,) before they are available in Poland.
