I know I need to boil the cans of condensed milk for 3 hours...

2 hours should be enough:

Insert a can of milk to high pot and pour water;
Cook for approx. 2 hours (throughout the cooking time the can should be under water)
Prepare the mass - mix cooled milk with additional ingredients
Grease the wafers with the mass
Let stand for an hour (pressed with a heavy object on top)
Cut into any shapes.

what else goes in the filling?

Couple of versions possible. It gepends what kind of waffle you want to make.

"petit beurre waffles" - can of sweetened condensed milk, petit beurre biscuits

"Caramel Apple waffles" - can of sweetened condensed milk, caramel, apples

"Coffee waffles" - espresso coffee (instant), dark chocolate

"Caramel-halvah wafers" - can of sweetened condensed milk, vanilla halvah, butter

"Pischinger" - can of sweetened condensed milk, butter, egg yolk, cocoa, powdered sugar, milk chocolate, dark chocolate, grated coconut, nuts (optional)

"Sesame-butterscotch waffles" - can of sweetened condensed milk, roasted sesame seeds
"Waffles with butterscotch mass and nuts" - can of sweetened condensed milk, nuts (cashews, walnuts or hazelnuts)

can of sweetened condensed milk,

Sod boiling cans of condensed milk for 3 hrs at a time.
If it's available in Poland then the OP should use this:

tesco.com/groceries/Product/Details/?id=260491872

This is exactly what you will get after 3 hours of boiling condensed milk, caramel.
I've used it in Polish recipes before and in Banoffee pie.
