Poland-Kaliningrad connection?

I saw that there is no LOT connection between Pl-Kaliningrad, why? How people travel between these two places?
My question is not practical, rather theoretical, I'm interested about the background. How are the polticial-economical-tourist relations between them? I read some articles and I saw that they want to strengthen the ties, and make it easier to travel and such things, but how does it look in real life?

Kaliningrad was (is) for a long time treated by Russians like their western unsinkable battleship... except military, there wasn't much there, hence no flight connections...

that is the background. Now there is this visa-free agreement - but it is a fresh thing.

Last week there was article that they're building new airport in Kaliningrad and want to make it under free landing policy - so kind of extraterritorial airport where Russian agreements don't obey. So something is happening.

There's meant to be a bus that goes between the two places. If you have an EU issued passport you can get a short term 72 hour visa when crossing the border as long as you have an invitation from one of the listed travel agencies here: kaliningrad.mid.ru/eng/acc_002.html. haven't made the trip myself but might do it later this year
