That would do it. I saw a similar situation in Chicago once by Montrose beach. I believe she was doing #1. I did not hang around to observe though, this woman just dropped her trousers where she stood she didn’t even bother to go into the bushes which were nearby, public bathroom was about 50m away and they are free. I have to admit they were disgusting at the time when I visited but still that’s where you're meant to do your business.

I saw exactly the smae thing..only on the steps leading down to the Wisla River across from Jubilat

I was pretty shocked and thought prehaps my eyes were playing tricks on me but no, my bf noticed too..only he didnt seem as shocked as I was

I have seen this twice in Warsaw...once an old homeless guy and once a young drunk guy...in public with a lot of people around...crazy! And they were not covered you could see the "loaf" being baked in full view.
